CPR 2024: Rooflights and Environmental Essential Requirements

The new Construction Products Regulation (2024/3110) introduces mandatory environmental essential characteristics (see Annex II), which will now form part of the updated Declaration of Performance and Conformity (DoPC).

To implement the new CPR, the European Commission is preparing new Standardisation Requests for various families of construction products (approximately 36 in total), including rooflights, roof hatches, and NSHEVs.

The Role of EN 15804 and Complementary PCR (c-PCR)

EN 15804 is the European standard that defines the core Product Category Rules (PCR) for all construction products. It:

  • defines the parameters to be declared and the method of collation and reporting,
  • outlines which stages of a product’s life cycle are considered in the Environmental Product Declaration (EPD) and the processes to be included,
  • sets out the rules for developing scenarios,
  • provides rules for calculating the Life Cycle Inventory and Life Cycle Impact Assessment that underpin the EPD, including data quality specifications,
  • includes rules for reporting predefined environmental and health information not covered by Life Cycle Assessment (LCA) for products, processes, and services where relevant,
  • establishes the conditions under which construction products can be compared based on EPD information.

Rooflights: Complementary Product Category Rules (c-PCR)

Building on the core rules of EN 15804, CEN Technical Committees are now developing Complementary Product Category Rules (c-PCRs) for different construction product families.

Currently, the c-PCR for rooflights and roof hatches is under development as prEN 18189. The CEN Enquiry is expected to be officially launched in Q2 2025.

Looking Ahead

The Standardisation Request for rooflights and roof hatches is expected to be finalised by the European Commission by the end of 2025. It will include environmental essential requirements specific to these products.

In preparation, the sector is already working on prEN 18189, the new European standard providing the complementary Product Category Rules for rooflights and roof hatches.
